The entity relationship structure will further describe the database and how it is linked to the entire organization of a centralized operation.

The guidelines of the law There are many different guidelines of this law that each state and school systems have to follow. The first of many is to hold states, school systems, and individual schools accountable for their test scores. â€Å"It sets a new standard for measuring achievement and has real consequences for schools that fail to make progress over time† (Heath, 2002-2004, para. 2). Each state will have to implement school testing and report their finding back to the government. The government will then send out the results from the tests. The government is very lenient on how the states set up their plans for improving their schools. School systems are allowed to build off their programs already in use. The government allows the use of systems that are already in place but it also states to send them their plans for improvement. If school systems fail to send in a report and a plan for change to the Department of Education, the government can take away their Title 1 funding (Hombo, 2003). The purpose of holding schools accountable for test scores is to show the teacher, parents, and other staff members what the school needs to work on improving. This will help to limit teachers passing children who are not up to the proper grade level because the person feels bad for the child because of his or hers living situation, (Sclafani, 2002-2003). The tests will be given to every student from grade four through grade eight. The National Assessment of Education Progress administers the test every two years. â€Å"NAEP has a new role: to act as a serious discussion tool in evaluating results of state assessments, and in providing a common base for comparison between states† (Hombo, 2003, p.4). This goes back to states being held accountable for their students test scores. States that do not receive the proper federal funding do not have to develop or implement the test (Boehner, 2001-2002). The No Child Left Behind legislation focuses on improving students reading levels, especially in the elementary years. â€Å"Only 32% of fourth graders are proficient readers who read at a fourth grade level,†(Heath, 2002-2004, para. 3). If school systems receive the money, they can then in turn apply for the Reading First Grants. These grants are used to pay for classroom reading instructions. They have to be used with programs that have been researched and are proven to work.

A First Look at Unity, Duality, and Complexity :: Biology Essays Research Papers

Science, as we understand it in Western culture, arose during the Golden Age of Greece. Greek mystics in the sixth century B.C. did not distinguish science from philosophy and religion, but combined them in an endeavor to discover the "essential nature" of things, which they called Physis. (Capra, 1975) Heraclitus of Ephesus proposes in Concerning Nature (ca. 500 B.C.) that all things are in a continual process of "Becoming"; (Capra, 1975) He depicts a world composed of paired opposites (hot/cold, wet/dry, etc.) which struggle eternally to dominate one another. Each pair of warring opposites simultaneously exists as a unity, which contains and transcends them. (Capra, 1975) Heraclitus uses Logos, the Greek word for reason, to describe the principle of order and intelligibility which governs the interplay of opposing forces. He compares his universal principle to fire, and uses fire to symbolize "the continuous flow and change of all things." (Capra, 1975) The dynamism which Heraclitus propounds was opposed by Parmenides of Elea, who believed "Being" to be something unique and invariable. (Capra, 1975) Whereas Heraclitus taught that whatever appears to be static is deceiving, Parmenides considered change to be impossible, and apparent changes to be illusions of the senses. (Capra, 1975) Philosophers in the Periclean Age sought to reconcile the Heraclitian and Parmenidian views. They concluded that Parmenides' "Being" implies certain indestructible and invariable substances, which would soon be termed "atoms." These indivisible units moved, but they were not responsible for their own motion; their mixture and separation was the result of forces first described as Heraclitus' "Becoming." This distinction between an object and its mover gave rise to the division between "matter", the "building blocks" of which are atoms, and "spirit", a force fundamentally different from matter. From this distinction arose the duality of mind and matter, body and soul. (Capra, 1975) Twenty-five hundred years later, we have yet to restore their unity. Aristotle's organization and codification of Greek science and culture became the basis of the Western view of the universe, and underscored the line between body and spirit indelibly. Aristotle advanced the preeminence of spiritual concerns, subjugating the bodily and material. This attitude has been propagated and exploited by the Christian church since its inception. The most extreme philosophical formulation of the mind/matter duality was developed by Descartes, in the seventeenth century. Descartes based his view of nature "on the fundamental division into two separate realms: that of the mind (res cogitans) and that of matter (res extensa).

Reagan Domestic Policy and Developments

Colin Nardella Mr. Conroy AP U. S. History Ronald Wilson Reagan was born on February 6, 1911 in Tampico, Illinois to Nelle and John Reagan. Reagan graduated from Eureka College and studied economics and sociology during his four years there. Eureka College, located in Illinois, was founded by abolitionists who belonged to the Christian Church religious movement (Eureka College). Reagan, a member of the Christian Church himself, based many of his political stances on the values he took from his religion and the college he attended. Before entering into politics, Reagan started out as a radio sports announcer and later became a prominent actor and a television host. During Reagan’s acting career, he became president of the Screen Actors Guild from 1947-1952, which was dealing with suspicions of communist infiltration at the time. After his acting career, he hosted the popular television show, General Electric Theater (â€Å"American President Ronald Reagan†). From Reagan’s time in public service, he was able to gain fame in his acting career. Reagan is most known for surviving an assassination that was attempted by John Hinckley, a mentally disturbed young man from Colorado. What’s extremely disturbing was the reasoning behind his assassination. Hinckley attempted to murder the president not for a political agenda or because he was a part of another party, but mainly for the attention of the actress Jodi Foster. On March 30 1981, after being gunned down, Reagan was rushed to the local emergency room, and while facing death Reagan still kept his character and jokingly asked the surgeons in the emergency room if they were republicans. As a result of his recovery from the traumatic event, Reagan not only pulled through quickly, his popularity among the American people highly increased as he returned to work at the White House (â€Å"American President Ronald Reagan†). Yet with the good comes the bad, Reagan’s popularity rate wouldn’t stay high for a long period of time due to the decisions that would have a major negative impact on the nation economically, as well as socially. A few months after coming back to office Reagan, was confronted with a major crisis. In the month of August in 1981, the U. S. ir controllers went on strike because they felt they served a substantial amount to their government. Therefore, they felt they deserved to be on U. S. government pay-roll, even though at the moment, they were on a pay-roll through a different union. One would think that Reagan would see where the air controllers’ frustrations resulted from, and yet instead of coming to agreement Reagan pul led something extremely dramatic. He came to the decision to fire each air controller that went on strike. Reagan then replaced these skilled gentlemen with individuals who were nowhere near qualified and labeled as â€Å"scabs†. As a result of his negative actions, the commercial flight industry would soon face even more hardships (â€Å"American President Ronald Reagan†). This was just the tip of the iceberg that lowered his popularity rate. Reagan continued with actions that just kept disappointing the American people each and every time his actions did not meet his domestic policy goals. What Reagan failed to address, was not the economic issues in the United States, but the fact that his actions were negatively affecting the social issues in the country as well (â€Å"The Reagan Administration†). When it came to the major AIDS crisis in the United States and the controversial drug issue in the United States, Reagan refused to accept that these two topics were deemed to be critical issues among the people. What’s highly disturbing is the fact that while the AIDS epidemic was hitting the country at full force, the United States’ own president was denying the fact that it was an epidemic even with all the facts in front of him (â€Å"American President Ronald Reagan†). President Reagan looked at the AIDS epidemic extremely casually. In fact, he felt that it wasn’t a social issue, but instead more of a â€Å"moral issue†. Reagan believed that while America was on a moral decline, the AIDS virus was spreading like wildfire. In short, he felt the younger generation lacked the morals that would prevent selfish sexual behavior. So when people of the young generation were diagnosed with the horrid virus, the president looked down on them with disdain. As a result of this theory, Reagan lost a lot of support from the young voters. In this case, the president showed his very conservative beliefs, especially his lack of understanding. Reagan’s conservativeness is evident in his dislike of abortion and homosexuality. Reagan used the Moral Majority as a driving force in his administration. The Moral Majority was a new political movement created by Reverend Jerry Falwell, who said, â€Å"Americans are sick and tired of the way the amoral liberals are trying to corrupt our nation,† in 1979. This movement was also against drugs, the coddling of criminals, and communism (The American Nation). Reagan realized that the United States was in an economic crisis, and figured the best way for the United States to save billions, was to cut the funding of several programs. Reagan’s domestic policy placed a heavy emphasis on cutting taxes, balancing the actual US spending budget, and worse, taking support away from social welfare programs that many lower class Americans needed on a daily basis to survive. Although Reagan promised to cut the budget, his presidency resulted in a national debt, mainly from his military and defense spending. President Reagan supported taking away from programs that helped out the minorities of the United States. Even worse, Reagan took away from programs that assisted single mothers and children with no guilt what so ever (â€Å"The Reagan Administration†). During his presidency, he continued to take away from the social programs, in hopes that the US government would be able to save billions. Eventually the United States government minimized welfare program spending by over $20 billion. Reagan also succeeded in slashing taxes to a point where the government was barely collecting any income revenue. Now even though the Americans loved the tax cuts, they failed to realize that tax cuts aren’t always the best solution, especially in an economic crisis. The American people and the Reagan Administration failed to realize that without revenues from taxes, the government was unable to pay for the services it provided. To add fuel to the fire Reagan not only dramatically reduced tax rates, but worse increased total government spending, particularly in the areas of defense. Reagan also reduced federal aid to education, federal contributions to state governments, and placed new restrictions on Aid to Families with Dependent Children. Surprisingly enough, Reagan supported government aid to private schools run by church groups, even with the constitutional principle that separates church and tate (The American Nation). This support showed yet another example of the Moral Majority playing a significant role in Reagan’s domestic policy. Yet unfortunately, the Reagan Administration was unable to control the increasing government spending rate (â€Å"The Reagan Administration†). The United States government was spending billions w ithin their own military, mainly because Reagan believed the U. S. armed forces had been deteriorating and needed to undergo a re-building process, especially with the imminent fear of Soviet attack. As a result of this spending policy, the U. S government increased their military budget by about 35 percent. This military spending budget also included the War on Drugs. In 1987, Reagan signed a drug enforcement bill that granted $1. 7 billion to fight drugs. Furthermore, Reagan increased the space program budget. During his presidency, the manned space shuttle Columbia, which was launched by rocket power, orbited the Earth for several days and was used for the transportation of satellites into space. Another space shuttle called Challenger, which was launched in 1986, is infamously known for its explosion after takeoff, causing the death of all its seven astronauts (The American Nation). The Reagan administration did not have easy terms in office, in regard to the nation’s domestic situation. The administration was forced to deal with a major economic recession, a year after his election. President Reagan believed that his system of â€Å"Reaganomics,† could get his country out of an economic crisis and turn it in to â€Å"booming† economy. Reagan asked Congress to lower taxes by 30 percent, which he reasoned would leave people with more money that they could use to invest. Reagan believed that these investments would stimulate the economy by generating more goods and more jobs (The American Nation). But what Reagan and his administration failed to realize, is that while they did make the American people happy with the tax cuts, they also increased the national debt because their spending did not make up for the loss of profit. Also, the administration didn’t keep in mind the social well-being of some people when they cut spending from multiple welfare programs and educational programs. Reagan showed a greater interest for military programs in his spending then social programs. Also, it is important to note that Reagan nominated the first female justice to the Supreme Court, when he chose Sandra Day O’Connor. The Reagan administration’s accomplishments and mistakes will be permanently remembered in our nation’s history for decades to come; hopefully one generation’s mistakes can help the future generation avoid issues within our economy, and government as a whole. Macro Logic in ACT English Sentence and Paragraph Order

Macro Logic in ACT English Sentence and Paragraph Order SAT / ACT Prep Online Guides and Tips Macro logic questions on ACT English ask you to determine where to properly place sentences within a paragraph and where to properly place paragraphs within a passage. These rhetorical skills questions test your ability to analyze sentences and determine how to most logically organize a passage. Knowing how to recognize and using my top ACT English strategies to approach these questions will enable you to correctly answer them in an efficient manner. How to Identify a Macro Logic Question The first step in solving any ACT question is determining whattype of question itis. Before learning how to solve macro logic questions, we need to figure out how to spot them. Once you identify a macro logic question, you can use the methods we'll discuss later in the article to determinethe right answer. Macro logic questions are easily identifiable. Bracketed numbers at the beginnings of sentences signal that a sentence order question will appear: Also, bracketed letters in different paragraphs signal an impending sentence order question: Similarly, bracketed numbers at the top of each paragraph signal that there may be a paragraph order question: Whenever you see bracketed numbers or letters within a passage, you know you'll encounter a macro logic question. Check out how these questions are constructed. Macro Logic Example Questions Most macro logic questions tend to be constructed in similar ways, so let's take a look at some example questions. Sentence Order Question Macro logic questions are among the most easily identifiable. All sentence order questions will ask you where a sentence should be placed. The answer choices will all be various locations within the passage. Paragraph Order Question The other category of macro logic question is paragraph order. Let's take a look at a paragraph order question: Like sentence order questions, paragraph order questions are fairly straightforward. You'll be asked where a paragraph should be placed. Again, the answer choices will all be various locations within the passage. I'll start by going over the types of and strategies for sentence order questions before moving onto paragraph order questions! Types of Sentence Order Questions Let's break down the threetypes of sentence order questions. Each question type requires a slightly different approach, even though all macro logic questions test the same general skills. Type #1: Accomplishing a Goal The question will ask you where to place a sentence for the author to fulfill some stated purpose. Our sentence order example question from above is representative of this type of question. For this type of question, you have to identify the intended goal. Then, you have to determine where the sentence should be placed in order to achieve that goal. Type #2: Determine the Most Logical Placement Within a Paragraph These questions will ask you where a sentence should be placed within a paragraph to maintain logic and coherence. You simply have to determine where the sentence should be placed for it to make the most sense. The sentence should logically proceed from the previous sentence and connect to the following sentence. Type #3: Determine in Which Paragraph Would Be the Most Logical Placement Most sentence order questions I've seen focus on a single paragraph. However, there are sentence order questions that ask you to determine in which paragraph a sentence should be placed to maintain logic and coherence. Here's an example: The letters in the answer choices are bracketed and placed at specific points in the various paragraphs. This type of question requires the same approach and skill set as the previous type. You'll just be looking at locations in different paragraphs as opposed to focusing on a single paragraph. It's good to be familiar with all of the basic constructions of these questions so that nothing shocks you on test day. Now let's go through the process of answering sentence order questions. Strategies for Answering Sentence Order Questions I'll go through the step-by-step process for how to answer a sentence order question. We'll use the first type as an example, but you should use the same approach for the other two types as well. #1: Determine What the Question is Asking This question is asking where the sentence be placed to emphasize previously expressed uncertainty.Focus on the key words or phrases in the question. In this question, the words "emphasize" and "amplify" are important. Therefore, the previous sentence should somehow suggest uncertainty. The sentence "I still have doubts" should be placed somewhere in which it would emphasize uncertainty that's already present. #2: Go Through the Answer Choices Plug in â€Å"I still have doubts† after each option to determine where it logically fits and will satisfy the requirement that it emphasize previously expressed uncertainty. Here are all of our options: [1] Our son has started playing organized T-ball, a beginner’s version of baseball. [2] â€Å"Organized† is what parents call it, anyway. [3] Joe is seven, living in those two or three years when they can manage to throw a baseball a few feet but when what they’re really interested in are things closer at hand, bugs, butterflies, dirt (if they’re in the infield), grass (if they’re in the outfield). [4] Children of that age still think nothing of doing little dances in the outfield, often with their backs to home plate and, consequently, the batter. #3: Eliminate Wrong Choices As we go through the choices, we’re looking for a sentence that somehow expresses uncertainty and would make sense preceding â€Å"I still have doubts." We can eliminate sentence 1 because that is a statement of fact and there is no expression of uncertainty. The narrator wouldn’t have doubts that his son has started playing T-ball. Similarly, in sentence 3, there is no implied uncertainty and these are just stated observations made by the narrator. He's commenting on the behavior of seven-year-olds. Finally, sentence 4 is also another observation that the narrator states about children of that age. There's nothing that implies or expresses uncertainty. We are left with B, â€Å"after sentence 2." #4: The Right Choice Should Logically Follow the Sentence Before and Connect to the Following Sentence The quotation marks in sentence two suggest uncertainty. The narrator is saying that parents call T-ball â€Å"organized," implying that he does not. That logically connects to him saying, â€Å"I still have doubts," meaning that he still doubts that there is organization in T-ball. The following sentence provides evidence that there is little organization in "organized" T-ball. Everything fits and the answer is B. Now let's focus on paragraph order questions. Types of Paragraph Order Questions There are two basic types of paragraph order questions. Type #1: Determine the Most Logical Paragraph Order These questions ask you where a paragraph should be placed for the passage to maintain logic and coherence. You have to figure out the main ideas of the various paragraphs to determine where a certain paragraph most logically fits. Type #2: Dividing a Paragraph Into Two These questions ask you where a paragraph could be split into two to fulfill a stated purpose. These questions are relatively straightforward. For this example, you just have to determine where the explanation of one type of kayak ends and where the explanation of the other type of kayak begins. Todetermine where a paragraph should be divided, you just have to identify where the topic shifts. Here's the process for figuring out paragraph order questions. Strategies for Answering Paragraph Order Questions We're going to focus on the first type of paragraph order question. These questions are more involved and require you to look at the passage as a whole as opposed to looking at a single paragraph. Again, here's our example question: #1: Determine What the Question is Asking Basically, the question is asking where paragraph 5 should be placed for the passage to be most logical and easily understandable. For these questions, make sure you identify the key word in the answer choice. The question is asking you to determine which paragraphparagraph 5 should be placed AFTER. #2: Determine the Main Idea of the Paragraph Use topic and concluding sentences to determine main ideas of paragraphs. Here are the topic and concluding sentences for paragraph 5: Topic: In 1788, a neighbor loaned Banneker some astronomical instruments and four books on mathematics and astronomy. Concluding: He also began to calculate annual tables of yearly sets of astronomical data, which became the basis for almanacs published under his name from 1792 through 1797. Ratification of the Constitution Essay When the new Constitution was proposed in the year 1787, many arguments arose that opposed its ratification. When the framers of the Constitution met on the 17th of September that year, they asked every state to call a special convention that would take into consideration the ratification of the new constitution. This was all for the purpose of a new government for the thirteen United States of America. All of the major arguments that surfaced in opposition to the new constitution did have reason behind them, but there were still many reasons to justify the ratification of the new Constitution that would create a new US government. At the time, Americans felt that their loyalty to the state governments would keep them from ratifying the new Constitution. As spoken about in Document A, such a vast territory, as the 13 colonies were, cant be governed by one government only but need several small state governments instead. If it were to be governed fully by one government it would no dubitably become a dictatorship. And according to Document B, A very expensive territory cannot be governed on the principles of freedom, otherwise then by a confederation of republics, posing all the powers of internal government; but united in the management of their general, and foreign concerns. This means that one government for all the 13 states would not be sufficient to properly govern on the principles of freedom without help from a confederation of republics. Those who opposed the Constitution also feared the strong central government it would come to create. In Document A, Patrick Henry said in his speech to the Virginia ratifying convention on June 9 of the year 1788, In the British government there are real balances and checks: in this system there are only ideal balances. Till I am convinced that there are actual efficient checks, I will not give my assent to its establishment. By this, Henry meant that until the lines are clear that there are real balances and checks in this new system, he will not support the ratification of this new constitution. Document D shows George Clintons words In Opposition to Destruction of States Rights. Clinton has said The premises which the new form of government is erected, declares a consolidation or union of all thirteen parts, o r states, into one great whole, under the firm of the United States Here he means that The result of one government over all nations will end as a house divided against itself. And in Document G, James Madison  states that the greater number of citizens and extent of territory which may be brought within the compass of republican then of democratic government; Extend the sphere, and you take in a greater variety of parties and interests; you make it less probable that a majority of the whole will have a common motive to invade the rights of other citizens; or if such a common motivate exists, it will be more difficult for all who feel it to discover their own strength, and to act in unison with each other. Madison pointed out that a main central government over the thirteen states would not function properly if the states did not all share a common motive, and if they did, there would still be struggles in acting in unison together. These three main arguments that rose up in opposition to the new constitution that was proposed in 1787 all have fair reasoning behind them. The new government for the thirteen United States of America was meant to unify the country as a whole and set up a way for it to function as one nation. The framers of the Constitution clearly supported its ratification while the states debated whether or not to support it. When in July, 1788, New Hampshire became the ninth state to ratify the constitution, the Federalists soon proposed a Bill of Rights to be added. After approved by the states, 10 of the 12 amendments became the Bill of Rights and with this, the ratification of the Constitution was complete. In the first place, the rule of apportionment of the representatives is to be according to the whole number of the white inhabitants, with three fifths of all others; that is, in plain English, each state is to send representatives in proportion to the number of freemen, and three fifths of the slaves it  contains. He could not see any rule by which slaves were to be included in the ratio of representation. The principle of a representation being that every free agent should be concerned in governing himself, it was absurd in giving that power to a man who could not exercise it. Social Policy On Homelessness Housing First Introduction The purpose of this paper is to discuss the social policy on homelessness Housing First. In this paper I will include the history of this policy, how it was created, when and the basic elements of this social policy. To every issue there are opposing views and I will present those views along with the policy. No social policy is perfect and along with the strengths I will also expose weaknesses, the points will be explained throughout this paper. First I will discuss what homelessness is and then what are the factors that lead a family, child, vet or anyone for that matter into the category of homelessness. Homelessness What does being homeless mean? It means not having shelter, a place to sleep, eat and be protected against natures elements. This issue is a concern to social service providers, government officials and policy professionals. Homelessness has been a major social issue In America but it is during financial crisis that this problem raises. The word itself Homelessness has a bad connotation, when the word homeless is uttered the immediate thought is that of a substance abuser, vagrant or a person with a mental illness. Although these are contributing factors they are not the sole reasons why a person ends up homeless. There are also other contributing factors such as poverty, unemployment, social exclusion (such as sexual orientation), natural disasters, foreclosures, war or disability. Now in 2012 and as of recent years we have seen the U.S economy decline economically a result from the housing bubble burst, bank crisis and wars. These events have skyrocketed chronic homelessness, it is of no surprise that the precursors to the U.S recession are a major contributor (Szep, 2008). Beyond Shelter In order to understand the social policy called Housing First we must first discuss the history behind it. Housing First was introduced by a nonprofit organization called Beyond Shelter, this organization is based in Los Angeles. The non-profit organization Beyond Shelter was founded in 1988 in Los Angeles to fight poverty and homelessness within families with children (retrieved from http://www.beyondshelter.org/aaa_about_us/aaa_about_us.shtml). This organization introduced a model system called Housing First aka rapid rehousing. In 1996 the United Nations selected this model as 25 U.S best practices. Housing First Housing First is a public policy it is an alternative to a system of emergency shelter/transitional housing progressions(http://www.beyondshelter.org/aaa about us/aaa about us.shtml).It focuses homeless families to be able to move back into permanent housing. This is done first acquiring housing as soon as possible then providing counseling. It also focuses on intervention providing social services after the housing has been acquired rather than providing temporary shelter or transitional housing first (http://www.beyondshelter.org/aaa about us/aaa about us.shtml). In contrast to other programs where the issues that lead the person to homelessness are addressed first before helping the person acquire housing hence the name given to this public policy Housing First. For example many social or public policies function first by getting the homeless person from the street to public shelter, from public shelter to transitional housing program and from there to their own apartment. In the housing first or rapid housing the homeless person is first placed in an apartment or house then pin pointing the issues that lead to become homeless. The federal government uses this to guide federal policies in attacking the problem of homelessness by rent assistance, housing stabilization. In 2009 The Homelessness Prevention and Rapid Re-housing Program (HPRP) provides homelessness prevention assistance to households that would otherwise become homeless, and provides rapid re-housing assistance to persons who are homeless as defined by section 103 of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302).In 2008 Congress appropriated $25 million in the McKinney-Vento Homeless Assistance Grants for 2008 to demonstrate the effectiveness of rapid re-housing programs to reduce family homelessness( retrieved from http://www.endhomelessness.org/pages/housing_first ). Strengths The strengths of this policy is that homeless people get a housing as soon as possible without conditions. Thereby, afterwards getting the necessary help to assist them in maintaining a permanent residence. The common practice of assistance to family homelessness is some kind of temporary housing. The problem is, when that runs out, people are still homeless. ; This approach is simply to get homeless people off the street and into a stable, more permanent environment (http://www.beyondshelter.org/aaa about us/aaa about us.shtml). The idea is that a person can do better once placed in a permanent housing. Then receiving the services they need to maintain that permanent housing. This policy also helps to foster self-reliance instead of dependence (http://www.beyondshelter.org/aaa about us/aaa about us.shtml).Also, Intervention services, housing options, and transitional support for the foster care system are strategies to end youth homelessness. Weaknesses The federal policy formed on the model of housing first is a good idea but economically how long can the federal government sustain this program. The burden falls on state and local funding to non-profit organizations to support these services. Now with the current state of economy can this realistically continue to financially support this policy? There is a need for all types of housing for all kinds of homeless people, families with children, elderly and individuals with disabilities or addiction. When you champion one methods then what about the other programs that have transitional housing or shelters you create a competition for funds. The roots of the problems must be attacked first not the other way around and opposite of the Housing Readiness philosophy, which believes that people need to address issues that may have led to their own homelessness before they enter permanent housing. If anything in social work it is known and practical t used different methodologies .Housing first seems to ride on the idea that it is better to do the opposite. I dont know about this because I think I would rather attack the problem that has caused homelessness for example if the reason for being homeless is finding a job to sustain oneself, finding services to a mental issues or substance abuse then that is more viable than getting a house first . How can one maintain the cost of paying even if it subsidized by the government without being able to keep a job because of substance abuse lack of employment or perhaps a mental disease. I understand that the model of Housing First also assist with these social services after they have a permanent home but again the root of the problem should be taken care of first. I believe that one must learn to become long term self-sufficient before being placed in the responsibility of permanent housing. Also what about immigrants? How would an immigrant homeless person be able to even participate in such a program? They would be inelig ible to participate in such program without being a citizen or permanent resident. According to Paul Boden executive director of Western Regional Advocacy Project, he quotes How can they cut Section 8 but believe in Housing First as a concept? Theyre cutting housing but doing Housing First. Its not just ironic; its hypocritical (Law, 2007, NHI). My Interview Now as far as the person I interviewed as part of my homeless policy project I would not see how this policy would apply to him. My interviewee would not be able to participate in this program for the simple fact that he is an illegal immigrant. If are undocumented, you are not be eligible for federal programs. Perhaps he would be in a separate category because of immigration status. I think in his case immigration policy would have to change in his case before the homeless policy does. Conclusion This policy is a very good policy in my eyes but there are shortfalls regardless of these shortfalls it does not fall short form being innovative. When attacking social problems there are variables and different perspectives. Scenarios are case by case and a one size shoe fits all is not realistic nor is it practical. What works for one population may not necessarily work for the other. Now our public, social and federal policy on homelessness is well intended it is not perfect. Affordable housing is a must and in order for that to occur our economy must be stabilized. It is like a domino affect the fall of one chip knocks the rest down and to get these chips back up it must be done one at a time. It is a long ardous time consuming process that must be done carefully and patiently. Every policy that we instill must be carefully reviewed evaluated and make sure that it applies to everyone and not just a certain population.

We will look into some of the finding that were found through these ratios and discuss them. One of the things that we found was where Kudler Fine Foods’ position is with these ratios. The first area that we look at is profitability. Profitability Ratios:When looking through the profits of the company through the balance sheets we will look at a couple of areas. The first area that we will look into is the asset turnover of the company. The beginning assets started in at $1,971,000. When you take that by the total assets of $2,675,250 you get the turnover margin which is 4. 04. Net Sales___ = Asset Turnover $10,796,200 = 4. 04 Total Assets $2,675,250 Next area we see is the profit margin. You see through the balance sheet that Kudler Fine foods over the board did pretty good when you look at it from a profit stand point.The way we calculated the profit margin was Net Income over sales and this was the information that we got: Net Income = Profit Margin$668,950__ = . 06 Net Sales $10,796,200 Looking into the return on assets it was interesting to see some of the findings when we calculated. This is a ratio that measures the company’s size after tax income. One of the things that you look at with solvency ratios is debt to total assets. Something that I think is happening pretty well at Kudler. When you look at the different ratios of the Liquidity you see some good numbers. Looking at th e profitability margins you see increases in a short amount. Anything with an increase is good news. I would say that Kudler Fine Foods is in good condition and is steadily improving.

Case Study †Angus Cartwright III Essay

I. Case Overview Angus Cartwright III, an investment advisor, was asked to provide investment advisory services for two clients, John DeRight and Judy DeRight. They both wanted to purchase a property that (1) is large enough to attract the interest of a professional real estate management company and (2) has a minimum leveraged return on their investments of 12% after tax. Their major goals are: Diversification of investment portfolio Protection from future inflation Take some tax advantages (especially for John) Mr. Cartwright selected four properties and performed various financial analyses to best match the needs of his clients with the characteristics of the properties and the returns they offered. II. Assessment of the Analyses and Assumptions: Cartwright employed three stages of analysis: Preliminary Analysis (Exhibit 1 to 3), Risk Analysis (Exhibit 4) and Financial Analysis (Exhibit 5 to 10). Preliminary Analysis starts with gathering key facts and data such as purchase prices, current and future income, depreciation, estimated sales price and cash flows, loan and its rate and amortization, taxes and etc. The 1st year setups (Exhibit 2) for each property were developed and major comparable statistics (Exhibit 3) were calculated. Such analyses serve as a foundation for identifying directions and strategies for further detailed analysis, including financial analysis, physical inspection and an examination of day-to-day operations of potential investment properties. Risk Analysis consisting of a review of financial leverage (loan to value ratio) and operating risk (debt coverage ratio) can help a real estate investor to weigh the level of risks in relation to his investment objectives. In this case, Fowler had the highest leverage of 74.47%, while Alison Green had the highest Debt Coverage Ratio of 2, followed by Ivy Terrace(1.92), Stony Walk(1.46) and Fowler(1.26). The cushions they had are all sufficient for most lenders. The Break-Even Analysis, shown in Exhibit 4, was valuable to understand how a small change in occupancy levels can make a corresponding change in a property’s financial performance; most real state analysis assume the initial occupancy rate to remain at the same level through the investment period. Once all the relevant and key financial data is gathered, a number of effective financial analyses were performed; they are capitalization rate on both purchase and sale, cash-on-cash return rate, Internal Rate of Return (â€Å"IRR†), Net Present Value (â€Å"NPV†), Profitability Index and Cash Flow Analysis. The Quality of the financial analysis outcome heavily depends on the quality and accuracy of implicit assumptions used. However, applying financial analysis is still the best way to estimate the future performance of investment properties and comparing or prioritizing multiple investment opportunities. IRR is the most important and frequently used investment analysis indicator. Understanding various components of an IRR (Exhibit 8, 9 and 10) can help to carefully plan the timing, the sequence and size of events within an investment that will  impact the performance/outcome of the investments. In his analysis, Cartwright used the following assumptions: Annual increase in cash flow from operations: 4% for Fowler and 3% for the others. Vacancy rate: 5% for Alison Green and Stony Walk, 7% for the others. Capital reserve: $250 per apartment p.a., timing of when to disburse the reserve and its tax implication Sufficient funding of the equity investment Tax laws remain stable with ordinary tax rates: 35%; Capital gain tax rate: 15%; tax rate on the depreciation related gain: 25% Cartwright made, in general, conservative assumptions to simplify his analysis, and therefore, no particular assumption stood out to be unreasonable. As a continuing effort to improve quality of his assumptions, we could revisit and review his assumptions with the following generic questions: Is 3% or 4% increase in cash flow reasonable in current market/economic condition? How realistic is it to negotiate a rental guarantee with developers to be at 93% occupancy rate? How realistic is it that the capital reserve will remain at the same level for the next 10 years? How realistic is it that the leasehold payment will remain at the same level for the next 10 years? Should there be any significant changes in the outcome of the analysis, if the timing of the reserve disbursement is not assumed to be at the end of the lease term? Will there be any trend or expected government legislating new tax laws that will have significant impact on real estate investments? All properties appear to be large enough to attract the interest of professional real estate management companies and all exceeded the minimum leveraged return on investments of 12% after tax. On the simple return measures, Stony Walk had the highest Capital Rate on Purchase where Fowler ranked at the highest in Capital rate on Sales; Alison which had a high cash flow with low vacancy rate, and thus a high effective gross income was ranked in first for the Cash-on-Cash Return; Fowler which was still under construction and appeared to be undervalued had largest increase in capital value. On the discount return measures, Fowler had the highest IRR at 15.38 while Stony Walk had the lowest rate at 14.54, with a difference of 0.84; Alison had largest NPV with a difference of $115K comparing with the lowest NPV; Fowler which required the smallest equity investment had the highest Profitability Index. While the two residential properties have higher returns from their on-going cash flows, the increase in the investment value of the other two commercial properties will come from future value increase – see Exhibit 9. Completed exhibits for all four properties are included in the Appendix. The relevant analysis of other financial exhibits is integrated in the following chapter as reasoning of the recommendations. IV. Recommendations If we simply select an investment choice based on the highest IRR rate, Fowler should be recommended for both clients. However, as we better understand the components of the IRR (see Exhibit 9 in Appendix), we should try to best match each client’s ultimate investment goal to distinct character of each property instead of recommending an investment base only on the highest IRR rate. Exhibit 9. Percent of Total Benefits (@IRR) For John, our team recommends Alison Green with the following reasons: John is a retired, passive investor who wants to live comfortably from stable income/returns from the savings he accumulated, and was particularly interested in taking advantage of the new tax law, which will give him a favorable capital gain’s tax. As we can see from the breakdown of IRR, Alison Green and Ivy Terrace were projected to have higher steady income streams than the other two properties. Between them, Alison, although with a lightly lower IRR, has much higher tax benefit than the Ivy. Alison requires a higher initial equity investment than Ivy. However, Alison is estimated to be appreciated more at the end of 10 year and therefore will produce higher capital gain. Since John wants to take advantage of the new tax law and pay his capital gains at the newly enacted 15% rate, Alison is a better choice than Ivy. For Judy, our team recommends Fowler Building with the following  reasons: Unlike John, Judy is an active executive who can be a more aggressive investor and has some available fund for outside investment to diversify her portfolio. She may not care about the stable incoming cash flow as much as John. She will be more tolerant on any fluctuations such as a short-term, negative operating risks such as lower occupancy rate or lower investment value at the beginning as long as her investment will appreciate adequately at the end. We consider Judy as an investor focused more on ‘growth’ than ‘value/steady income’ seeking investor, and therefore we recommend Fowler because of its highest Profitability Index (=NPV/Equity).

Carbon Dioxide (CO2) is one of the key Greenhouse Gases, which has many negative effects on the environment and also human living. It is widely considered to be the main cause of global warming and other pollutions, thus forcing governments of many countries including the UK government to come up with restr iction on CO2 emissions. In the construction and property development industries, the contemporary ‘climate’ or trend is against using eco-damaging products, and go for environmentally friendly products and also sustainable designs. Due to that trend, the industry has maximally adjusted or adjusting to the demand of the people and the government agencies, by using of eco-friendly products in the construction of buildings and various other structures. Thus, the final constructed building will be â€Å"environmentally friendly† or â€Å"green† in the every sense of the word. This usage of environmentally friendly or eco-friendly products and features will not only provide positive benefits to the occupants, but also to various sections from neighbors to the whole community. However, as majority of the historic buildings do not feature these products and sustainable designs, and importantly as it is difficult to completely refurbish them with sustainable desi gns, views has emerged to bring down those environmentally problematic buildings, in order to cut down the CO2 emissions from it. Thus, this paper will first discuss about the targets and the related legislations formulated by the UK government to reduce Carbon emissions. Then, although if a historic building cannot meet government targets of reduction in carbon emission, and importantly even if it finds difficult to carry out the needed sustainable refurbishments, it should not be replaced due to certain limitations, instead certain effective strategies can be followed to refurbish in line with government legislations and regulations.
